If your worried about congestion in london, speed traffic up and ban pedestrians between certain hours of the day if you walk during peak time(or cycle) you will pay a charge! Problem sorted.

Your thinking outside the box, good for you. A lot of our traffic laws were put into effect decades ago whent the traffic was much lighter than it is now. Where I live the authorities think the best way to control traffic is to keep it stopped at every interestion or traffic light.

Congestion occurs when all cars on a road travel at different speeds. On the M25 for example when all vehicles are travelling at say 40mph then there are no hold ups. It is when some travel at 70 and others travel at 60 that there is this stop start congestion. For this to work in city centres all traffic lights would need to be removed and no side turnings or junction at all. Then you would enter the city and go straight through and out of the other side. Not much point in going there in the first place was there.

The congestion ordanance is linked to enironmental policy it is aimed at reducing carbon emmissions so the planet doesnt become uninhabitable.

If you choose to live in a huge city like London then you should take advantage of the mass transit infrastructure. No other city has better mass transit in the UK so why not use it and contribute a little.
