There's a reason you shouldn't be able to get this information...it's called IDENTITY THEFT!!! What possible reason would you have for wanting this information in the first place?

If you want it ask them. I have the feeling you're not because this isn't a legal transaction. Identity theft is rampant and punishable by law.

ask the person! If they don't want you to have it, you shouldn't have it. It's a personal piece of information, hard to take back once you give it to someone.
