First of all what are the ages involved, this is important. 40 and 17 can work easily, but 13 and 55 is gross. And also if she's married that's going to be a problem.
The big thing I would say is build an innocent rapport with her, maybe help her around the house or yard. Be cool, let her make the first move; and if she's interested she might just ask you to help her move something in the bedroom.....

The way you have framed your question, it would appear that you are interested in casual sex with your neighbour. Let me tell you that sex comes at the end of a serious relationship. Which means that you should not only be sufficiently familiar with the lady in question, she must have full confidence in you as well. It is not clear whether you know the lady sufficiently well or whether she is interested in having sex with you at all. And it is never advisable to try to win the heart or have sex with a married woman.

Man, go and give her hints.. look at her body, say a few endearing words that she is attractive, beautiful, sensuous etc. She will get the hint.
