Simple questions, simple answers. The US. Why not think of other ways to ask the same question and see what different answers you get? Finland, for example, is one of the biggest consumers of electrical energy per head of population. However the electricity is used to produce goods (mainly paper) which are then used in other countries. Which country should account for that usage?
