i'm not really sure i understand the question, but here we go
if you love him, but don't want to be with him, it will probably hurt him. this IS NOT your problem. don't get me wrong. you still need to be kind, but it will hurt him. what r u gonna do? get involved with him and be misserable? not very promising, is it?
now, if you like him and WANT to be with him, then how could this possibly hurt him? he'll probably be exstatic. i know i was sure happy to know that "...." loves me, and wants to be with me.

Don't tell him you love him but don't want to hurt his feelings. How confusing is that? Tell him why you need to be friends. And tell him why you can't go beyond the boundaries of friendship. And tell him that because of your friendship together, he may be able to see better what kind of a girlfriend he needs. But if you tell him those things, be a real friend and not a fair weather friend or a fairy god mother or anything less than being true. Because if you are less than true, you'll never have a real life or marriage to anyone.
