how do i develop a tourist plan?

I am not sure what you mean by a "tourist" plan- do you mean, "travel itinerary"?

You plan on where you want to go, when you want to go, and how much you money you have to put towards your trip. Then you find prices and see if it fits into your budget.

You then can plan what you want to see or do,and which day of your trip you want to see or do it.
