On XP, you can use the shutdown.exe that is normally in C:\WINDOWS\system32 for this.
To see the use of this command, run shutdown /? from a command prompt.
Usage: shutdown [-i | -l | -s | -r | -a] [-f] [-m \\computername] [-t xx] [-c "c
omment"] [-d up:xx:yy]
No args Display this message (same as -?)
-i Display GUI interface, must be the first option
-l Log off (cannot be used with -m option)
-s Shutdown the computer
-r Shutdown and restart the computer
-a Abort a system shutdown
-m \\computername Remote computer to shutdown/restart/abort
-t xx Set timeout for shutdown to xx seconds
-c "comment" Shutdown comment (maximum of 127 characters)
-f Forces running applications to close without war

-d [u][p]:xx:yy The reason code for the shutdown
u is the user code
p is a planned shutdown code
xx is the major reason code (positive integer le
ss than 256)
yy is the minor reason code (positive integer le
ss than 65536)

That file doesn't exits. Its part of the system. But there is an alternative, buy a keyboard with extra buttons. e.g. there are keyboards that have shortcuts such as volume, and email, some even with shutdown.

No there is not any longer. besides why would one prefer one? you purely could click on initiate and Shutdown is on the splendid hand side on the backside. placed your cursor over the small arrow [?] on the splendid of the button and you get the call of change person log out Lock Restart Sleep

DON'T USE SIZZORS!
Try Task Manager. Right click an empty area of your task bar & find the menu containing
'Task Manager' > 'Shut Down' menu offers options of restart/logoff etc.
Also, [yeah it's a quirk of the system,]
"Start" > 'Log off'/'Turn Off Computer'!

right click your mouse > then New > Shortcut
type
shutdown -s to shutdown
shutdown -r to restart
shutdown -f to end any working program
