What an interesting question :)
I imagine the largest thing might actually be the battery. If you need to maintain the same type of battery life as a modern cellphone's rechargeable battery the battery will be huge and heavy.
As for the display you can forget about it haha.

For basic transmit and receive, the components would have been available. IC's were just becoming available, so some miniaturization would have been possible. Your cell phone, however, would have to operate through the telephone company's mobile operator since cell phones did not begin to come into existence until the 1980's. Your range would be fairly limited because you would not have the RF power to get very far, since there were no cell phone towers in the 1960's, your batteries would be heavy, we didn't have Li-Ion batteries then, and it could be a fairly noisy link because we did not have the special low noise transistors that we have today. Those low noise transistors that current cell phone technology relies upon did not come into the market until the late 1990's. We have always had mobile telephones, they just used to fill your car's trunk if you wanted any kind of decent range.

1967 ? No component of a cell-phone was available in those days. The mobile technology came much later.
