Need more ice! At least 20 minutes of it. Every few hours.
You could get pain meds from your doctor(vicadin, perkaset, morphine, etc.)
One quick aid I use in helping myself when injured is R.I.C.E.
Rest
Ice
Compression
Elevation

I had this same problem and the only way I got relief was to wrap a heating pad around my knee and prop it up on a pillow at night. To walk on it or drive hurt like hell ,so I finally got some Vicadin for the pain as nothing else did squat.also mussel relaxers help like flexeral or soma.

its good that u had planned to go for surgery but before that try to keep your thigh muscles in good strength so that , the recovery will be faster, just tight your thigh and hold for 5 seconds and relax for 5 seconds, repeat like this for 10 times hourly, this will help in reducing the swelling and ease out the pain. ice is good if it is 48 hours old, or more than that means heat will do better

pain meds (vicodin, motrin, etc), ice, also helps to avoid certain positions that exacerbates the pain as the torn meniscus gets "pinched" between the femur and tibia creating the mechanical symptoms. unfortunately surgery, arthroscopic partial menisectomy/debridement, is usually the best solution. good luck.

Because you are waiting to have surgery I would recommend talking to the surgeon to see what they suggest for medicine when it comes to pain.
