Only thing with budget hotels in China is you might have to speak Mandarin to be understood. Usually the better hotels have the better English-speaking staff. I stayed in a low-cost 3* hotel in Beijing on Jin Yu Hutong, by intersection at Wanfujing Da Jie: the Taiwan Hotel.... It was good but then again I speak some Chinese. For listings, try ctours.com.
