Article 15 is nonjudicial punishment, which pretty much means you did something wrong and your command is deciding how to punish you for it. You can get an Article 15 for anything from disrespecting NCO to not passing a drug test to not following an order, so pretty much anything. The consequences can be loss of pay/rank, extra duty, pretty much anything they decide.

There are 2 types of article 15
Company Grade: Fairly minor infractions for the company commander to impose punishment on. Usually for E-4 and below (but can punish an E-5 without reducing rank). Company Commander can reduce an E-4 and below in rank, take pay, restrict them to quarters or base.
Field Grade: This is where the Battalion Commander imposes punishment. He can reduce an E-6 to an E-5, and E-5 to an E-4, and E-4 and below to E-1. Can restrict for longer periods of time and take more money than a Company Commander can.

Nonjudicial punishment in the United States military, is a form of military discipline authorized by Article 15 of the Uniform Code of Military Justice. Nonjudicial punishment permits commanders to administratively discipline troops without a court-martial. The receipt of nonjudicial punishment does not constitute a criminal conviction, but is placed on the service record. A service member can be denied applying for a commission if there is a nonjudicial punishment on record.

An Article 15 is a unit level (company) disciplinary action against a soldier. When given, soldiers normally will get extra duty, barracks restriction and sometimes loss of a percentage of pay.
