I believe it means something similiar to "evil flourishes when good men do nothing." We allow injustice to one, we allow injustice to all, including ourselves.
Most of Lincoln's words ring just as true now as they did over 100 years ago. A true statesman and leader.

President Lincoln drew bits of sentences out of his hat...and trusted that if he said it with a deep voice, and sincerity...it didn't matter if it made any sense at all.
