Which one has better image quality and picture detail?

They're both budget lenses and there's not much difference in image quality.
However, the difference in zoom range is much more important than you might realize. The 18-55 is much more versitile because it provides wide-angle coverage - it's the better choice for landscapes, indoor shots, and street photography. The 28-70 doesn't provide ANY wide angle. Not after the 1.6x focal length multiplier. But the Sigma is the better choice for portrais. The Sigma is also a tad faster in low light situations... but not quite fast enought to be particularly suited for such situations.

Why don't you buy Sigma 28-300mm lens f/3.5-6.3DG,so that you don't have to change too oven when the photo evens too rash for you.You could use Canon 18-55mm f/3.5-5.6 when you used it for wide angles pictures with 0.45 X Wide Converter,like building,Indoor shots,etc.Two types of Lenses were enough for you.

certain. the different posters already suggested it, yet i visit assert it again: Any EF or EF-S lens will artwork on your XTi/400D. be conscious: even if, in case you verify to flow as a lot as an entire-body or APS-H digicam body (alongside with the 5D, 1D, and 1Ds sequence), EF-S lenses gained't artwork.
