after i talked to him, he was furious. he said if i am not going to lend him my panties, he will go steal my mom's panties.i am shocked!!should i really buy him some panties?

Just buy them for him, and except him for who he is, even if you do not like that fact, he is who he is, and usually they can not help that. So just give him support and try to find out what is going on in his life, maybe he is starting to come out of the closet.

Let him be who he is. Don't tell your parents if you know they will react badly, as it will only make his life hell.
If he wants panties, get some for him. Also, let him know there are silky boxers and male underwear with the same texture if he just likes them because of how they feel.

I think your brother is a cross dresser and a thief....he could also have a split personality..........try to get him to the doc`'s
