Invite him out on a date.
If you have your own place, cook a nice dinner (pasta is cheap and most men love it) Light some candles (very cheap)
Give him a massage, rent a movie, and let him know he is your #1 and that no other man can compare to him and take it from there:)~
If you don't live alone, fry some chicken, make a salad, gt some fruit and some chocolate, get a blanket, a basket, and some champagne if you're old enough and take him on a picnic. ( Make sure to wear s'thin cute, maybe braid your hair and play the role.....)

Make him a nice meal and for a present why not make up a book of coupons for him, redeemable at any time.
Coupons could be for 10 kisses, watching an action film he'd like over something you'd pick, a day of doing whatever he'd prefer doing, a meal, a backrub, a massage....anything. An inexpensive present but one he'd like.

Do a spa day for him where you massage him and cater to him. Baby oil is $1 at the dollar store or you might already have some lotion.
How about a scavenger hunt of things that lead up to you giving him the spa treatment?! Totally cheap, but so endearing, and potentally sexy at the end.

if your arts good,hand make a card and write lots of sweet stuff in it..
fold paper hearts..
if you can cook,make dinner for the two of you,dim the lights,add candles,play slow music..its simply romantic..
cuddle together,look into each others eyes,and just chat,talk about anything good..example,how u two met,how u fell for him,first kiss,first held his hand and sweet sweet stuff..

Well, it depends on how Creatively Inclined you are. If you are creatively blessed, try creating a blog or website for the two of you.
It could feature how you meet and have latest news of the two of you.
It will be sweet. :) Not just for him but for u too.
If you want to, you could both create the blog together. It will be your first "Couple Asset". :)

ahhh i am boy ill tell what makes me happy with my gf i love her when she justs says i love you this makes me so happy as if i was in heaven i dont care about anything else i love you makes me sooooo happy but if u wanna do something right his name on the walls and a heart and then right your name get some nice food and talk toghether about anything i ussauly talk about how much i love her...
