If he doesn't know which way to go -- either up or down-- help him out. You can be in control of this. Do you want to kiss his neck, his face, his lips, the back of the neck -- a very sensual spot-- or do you want him to kiss you elsewhere. Explore and go with what you are comfortable, if you want him to go down lower, go lower if you want him to stay above the shoulders then keep him there. It's all up to you. Have fun and enjoy your kisses.

You can either kiss him back, or just lean your neck back and relax. Don't hold stiff, the poor thing will think you don't like it or you have a stiff neck.

Depend where you want to kiss....there is no straight rules and restriction to for specific area to kiss upon....but bear in mind that there is always a consequence and price to pay for your deeds....means if you kiss him inreturn may be an encouragement for him to kiss you somewhere you may feel high or may not want it to happen....so better think thrice before you do....good luck

You're not "supposed" to do anything, but maybe try kissing his ear.
