Would it be in your local phone directory? That is where to find that stuff here in the US. If not, could you ask your phone company?

That, my friend, is called caller I.D. Ever heard of it? if you cant get a phone with caller I.D., then like the other answerer said make a message on the answering machine that says "Hello? who is it?" or if you want to scare them, yell into the machine " HEY YOU! Quit calling me, you **** little freak!!! I'll call the cops on you!!!"
I recommend NOT doing that, though as it could get you in BIG trouble if someone important calls. You definitly do not want to do this if business affairs and such are going on, for example if you have an accountant or lawyer. you would also have to tell your friends to expect that if you didnt pick up. It could be the Grudge! hehe... Maybe the person calling has a crush you or is a stalker. check the news for any bad incidents or just plainly report it to the police. Hope that helped!

you cant get records of incomming calls for a land phone.. you need to subscribe to caller ID and get a CID capable phone, and place anon. call rejection on your line, so that people need to unblock there number before calling you, this is the only way that you can keep track of incomming phone calls
