You have freewill no matter what. Your freewill is the right to choose if you will allow the serotonin levels in your body to determine you decisions.

Serotonin is synthesized extensively in the human gastrointestinal tract (about 90%),[1] and the major storage place is platelets in the blood stream. In the body, serotonin is synthesized from the amino acid tryptophan by a short metabolic pathway consisting of two enzymes – tryptophan hydroxylase (TPH) and amino acid decarboxylase (DDC). The TPH mediated reaction is the rate limiting step in the pathway. TPH has been shown to exist in two forms; TPH1, found in several tissues and TPH2, which is a brain specific isoform.

According to this, a person should be able to control the serotonin level by what they ingest.

This is not a spiritual questions. Serotonin is a chemical. If you think you need to get control of your Serotonin because you are having trouble with mood swings or depression, see a Dr.

To some extent you do have some control over serotonin levels in your body, because you have to consume sufficient tryptophan in your diet to ensure that you have enough. Tryptophan is a precurser to serotonin. Please read the attached web page that gives you a lot of detail:

Choice isn't about what you believe, like, or attracted to. It the ability to allow or deny those things. Personally you cannot prove free will, because at any given moment only one outcome occurs.
