You can optimize your TCP stack to take advantage of whatever connection you use.
The standard TCP stack in Windows is optimized for a dial connection. If you are on an Ethernet network you need to tune your TCP stack to take advantage of the higher MTU, and RWIN values.

You cannot increase the download speed beyond the maximum limit. For example, if your Internet connection is 256Kbps, then your maximum download will be 32 KBps, and if it's 1Gbps, then your maximum download can be as much as 128 KBps.
However, if you are receiving less download rate than your max. rate, then do these:
1.Regularly clean up your temporary files. To do so, download CCleaner from http://ccleaner.com/ and run it's Cleaner section once daily.
2.Contact your ISP if you receive broken downloads frequently. In case they don't yield, you may use a download manager like DAP / FlashGet. Contrary to the advertisements, the download managers don't "speed up" your download, they just make sure that you receive your downloads constantly at the maximum download rate of your connection.
3.If you have dial-up or low speed broadband, you may consider upgrading it.

FOREVER, you did not mention whether you were on "dial-up" or "High speed" since this REALLY affects your download speed.
In recall 15 years ago when many of us had AOL for our ISP (Internet service provider). It was terribly slow, about 2 or 3 kps(kilobytes per second).
Sometimes we waited 15 minutes or more to download some tiny application, document or game.
THEN, high speed was invented by TED TURNER and others and we got 300 KPS which meant that a 20 meg file would download in about 5 SECONDS!
Of course it cost $40 a month instead of AOL's $22 (which it is now. (some are even cheaper)
So it a matter of how much you WANT to spend. In my own case I canceled my cell phone which was costing about $25 a month and got HIGH SPEED>
IT IS WONDERFULLY FAST !

Your download speed doesn't correspond with your computer, it has to do with your network/isp. its faster when fewer users are on the network or low peaks of usage, usually later at night, early morning

Only thing that I can think of right now is to make sure there's not much processes going on in background. You can check it out from taskmanager.

easiest way is to ask for more bandwidth from your provider :)
search the net, use regedit to tweak your windoz (normally it uses only 80% of the available bandwidth, keeping some 20% for updates or who knows what other purposes)
