I'm a native Spanish speaker and a language specialist. You have several options, basically because Spanish is a language where the subject of a sentence can be omitted.
If you have the previous reference of what was said and of who said it and want to emphasize both, you would say: "Eso (with an accent on the E) es lo que ella dijo".
If you only have the previous reference of what was said, but you do not want to emphasize the person who said it, you would say: "Eso es lo que dijo".
If you just want to say something quite straightforward and do not want to emphasize either references, or both are understood, you say: "Es lo que dijo".
The three options are grammatically correct and commonly used in Spanish.

es lo que dijo (ella) .... you can omit the ella if the subject of the sentence has already been established, or you can leave it to put emphasis on the 'she' as in "That's what SHE said" ... if who you're talking to already knows who you're talking about and you don't need to put emphasis on the 'she' .. you can just say "es lo que dijo"
