Need a little more information kiddo. You could be a serial killer that's 3 times her age, so in that case I'd say no, she'll probably never "like you". Historically however, girls who currently have boyfriends can fall for other guys. So maybe the answer is yes, she can like you.

Since she has a boyfriend, treat her like a friend. If she's already a good friend, tell her you need her to know how you feel so that you don't forever regret never letting her know and seeing what happens. Any other strategy seems kind of inappropriate given the limited scenario you provided.
