well he broke up with me twice...and now he says he needs to grow up first before he can take care of me in a good relationship and I really felt like he was never coming back, but today...he told me he was still here and he told me to trust him. does that mean he want me back or is he just stringing me along?

Give him some tests before you take him back 100%. Let him work to show you he wants you. A man that wants you will work.

Geesh you got to be smarter than that. If he dumped you once he was never coming back to stay. If he dumped you twice and tells you he plans on coming back then he thinks you're vulnerable and very easy.
