Cheapest will be not to make any call. So no cost.
If you really must, buy an overseas calling card and use the land line and call at very low rate compared to normal calls.
You can ask this question 3 times and you will get same one answer for all 3. Might as well go and buy the card rather than waiting for multiple answers.

You get international calling cards at any of the 7 / 11 stores...buy 1 for around 325 bahts...its reasonable...

Try downloading Skype onto your computer. I use it to call from the U.S. t Thailand all the time. If you are calling from computer to computer it is free.
