In the bottom left-hand corner box where you have the "Info", "History", and "Effects" tabs, enable the "Effects" tab.

At the bottom of the selections, there should be a "Zoom" folder icon. When you expand that icon there are several types of zoom effects to choose from..."Cross Zoom", "Zoom", "Zoom Boxes", and "Zoom Trails".

To simply zoom in on the next video segment on top of the previous one, select "Zoom" and drag it to the transition point (there must be a bit of overlap or the zoom-in will be from a black screen). The upper video track usually takes precedence so it would be best to place the one with the zoom action in that line.

Play with it a bit and you will discover how it works.

I forgot to mention that if you want the duration of the zoom to not be the default 2 seconds, you can expand the little triangle at the top of the box to the right of the "Effects" tab. Then set the duration you desire in the "defaul transition duration" area.
