Yes, use a product called Zinnzer shellac base primer. It has a shellac in it so that you will not have to sand before applying. It sticks to glossy surfaces. Do clean the counter first. Apply one coat of zinnzer on the top. let dry 1 hour. Then apply 2ND coat of zinnzer and let dry one hour. Next you will put on a coat of good paint preferably semi-gloss or high gloss. The higher the gloss the harder the surface will become. You may need two coats depending on the color. Let the counter cure for 30 days. This is when it will finally be hard enough to throw keys on or whatever we do in daily life. If having to use the counter before hand just put cardboard under the object so that it does not scratch it. I am a depot paint pro, so I know what I am talking about.

Think I would use a gloss oil base enamel. It will be subject to a lot of water from drinks condensation, so you don't want the water to mess it up.

Why not just go out and get replacement Formica and redo it right;?

You really dont want to paint your sink. Hot water with repeated uses will start to remove it at the rounded corners first then the whole thing.
