Best photoshop?

I need to find a really good photoshop program that is FREE to download =D.... I want good filters, cut, and paste, different color optiuons and good stuff =D Any one got any good ones and where can i find it?

Adobe Photoshop CS 3 is the latest and according to me is the best

I know of none (Good) that are FREE...
I use Adobe Photoshop CS2
Most Freeware is filled & bundled with Adware and such to where I wouldn't want to use it anyways...
