i live in the country, i only have a few neighbors, every neighbor has dogs. my dog is a boarder collie and is harmless. this guy has not been in this neighborhood long and is known for abuse to people and animals. the cops did nothing and he admitted to them that he beat my dog and cursed me in front of my children. my dog has never hurt anyone or any other animal.

Personally my animals are like my children and I would not put them at risk by not having them on a leash. It's like a child running out in to the road. Anything can happen and that's why we call accidents? ((ACCIDENT'S)) You have to remember your dog is still an animal and it is your responsibility to make sure at all times you have control over him, even for his sake and safety. Being that he is in his own backyard that is fenced in is one thing. The children opening the front door and your dog bolting out is another. Install a hook and eye at the top of your door so the kids can't just open it unless you or your better half reach up and unhook it. The price for that is $ 1.00 and so well worth it. I do feel bad for your dog was beat as you say. NO ANIMAL should ever ever experience that for any reason what so ever (but) If you were not right there and did not see the entire situation happen at hand? It's really hard to say if the man was defending himself? I think he showed immature judgment and needs to learn how to control his temper. Just know what goes around? He will run in to a man his own size one day that will not take his crap. It might take a while but gloat in the fact that if you tease a dog long enough? He will only bite back. That's just nature. What goes around? Always comes around. Protect your pet by insuring his surrounds for him. Get a video camera and if you have to? Set it up where you will be able to record him 24-7. I bought one just to insure my property and animals myself for $160.00 and trust me? That's a small price to pay for making sure if something is or was to go wrong while I'm not home or have my back turned? I would have it all on video. It records only with movement and loads right on to a dated and timed video. It has a real clear night vision as well for when it's really dark outside during the night hours. That video will stand up in a court of law. Good luck in finding peace for your children and your pets and not to mention? Your sanity. :o)

Where do you live that there is no leash law? I thought every where in the USA has a Leash law?
Anyways, there are other factors we have to consider before giving you a direct answer. Like what kind of Dog do you own? is your Dog friendly or aggressive. Was the Neighbour protecting themselves or where they just being Maliscious?

Overall, I am a animal lover(Especially Dogs) but only you know the truth in this situation.

I would call the police if this neighbour really hurt your animal/or contact your vet and report the matter to them.

Your Dog should always be on a leash when leaving your home!

A Maltese/poodle owner..........

Thats all I have to say on that....

If your dog escaped or was let out there is probably very little you can do. The man can argue self defense. This is why you are supposed to keep control of your animal.

If he came over your house, entered on to your property, and simply beat the dog, you'd have a legal case.

I have to say though, a lack of a leash law, and what your children do 'before [you] can get him on a chain' is irrelevant. It is your responsibility as a pet owner to control your animal and not let him wander the streets.

File a report with the police, even if it does not result in an arrest. Every time he says something inflammatory file a harassment report. This way the police will have a history to work with and if he continues he will be arrested for harassment or better, a felony of terrorizing. As for the dog if he did the attack on your property you can contest trespassing and destruction of property. If it happened on his property there is not much you can do as he can say it tried to attack him whether or not it's true.

good luck getting help in that department.unless you do what i did and make people listen too you ,,,, i will explain who to do this!!. no offense to anyone but my sister's dog (dashund/cocker) was killed a week ago from a teenager whom shot him in the side with his bb-gun ,he then took my sisters dog and threw him in a ditch too die. "max" did die from his injury. the police came took pics and threw him in a garbage bag and gave him to my sister, he never questioned anyone or anything. nothing was done!! my sister loved that dog like a child. she still hasnt been able to sleep. so i called the t.v stations, spca, peta, etc and you know what the only two people who were intrested was the new station which wants to do a story on max, and peta cared. sometimes you have to make people care about animals unfortunatly... so good luck and make sure you dont give up on justice..

Even though there is not a lease law I would still put it on one and then call the ASPCA asap.
Apparently your neighbor hates your dog and no telling what he may do next. My dads neighbor hated dogs and I didn't know that, but he poisoned my dog with anti-freeze. Good Luck!!

call the sheriffs department cause thats animal abuse wich is a crime. contact the dog warden if needed. press charges on the guy for tresspassing on your property and destroying your property(the dog). theres a ton of illegal acts there. get a lawyer and sue the crap out of him.

Contact the ASPCA. I would suggest taking your dog to the vet as well, especially if he starts acting differently. If you can't find an ASPCA listing contact your vet and ask them.
