cumin? They are both brown and spicy, right?

No, not quite. Chili powder is a blend,of which ground chili pepper is used as a base [usually 80% of total volume]. with the additition of spices such as cumin and mexican oregano.

They have different tastes and aren't quite the same. I make veggie chili without cumin all the time since my husband is allergic to it and a lot of other spices.

It does add its own signature flavor, though, along with the chili powder.

They are not the same thing at all. Cumin is just that, the seed of the cumin plant. Chili powder might have cumin in it. Most chilli powder is . . . powdered chilis. Many of them have other things added to them such as salt, oregano or other herbs and spices.
