Since you're not his direct manager and in a different department, it's okay. Just be careful not to favor each other for things. You may consider telling some higher up at the office if it gets serious so there is no appearance of impropriety.

Check with your Human Resources Dept. to see what the companies policies on fraternization with co-workers and dating. Some polices forbid dating dating a co-worker while others indicate it is ok as long as their is no direct reporting relationship between the parties.
In general it is never a good idea to date a co-worker, let alone a subordinate (even if they are in another dept.). If things don't work out you still have to see them everyday and treat them with courtesy and respect as they are part of the company's team even if they do you horribly wrong in your personal relationship. It could also lead to charges of sexual harrassment by one party or the other if one wants to continue or reconcile and the other party does not.
If you are in management, it puts you even more at risk because if he would get a promotion over someone else in the company they can claim they were discrimated against because you unduly influenced the person that promoted him due to your person relationship with him. He could also later claim if it didn't work out, that you coerced him into a dating relationship in order to keep his job.

If you're in different departments, I don't see why it would be a problem. No office chatter on the dates though...you have more to lose than he does.

No.
Office pens should never get dipped in office ink.
Somebody will get SCREWED OVER after the break-up.
If it has a remote chance, the lower position should find a new job.

It's up to you guys and the company policies (some companies forbid interoffice dating).
In my opinion and past experience, dating someone you work with is never ever a good idea.

check the EE handbook. then if it's okay with you, sure you date him. so what he may work in the mailroom. if he treats you nice, that's better than someone who gets paid more than you and treats you bad.

Just so long as you are not directly over him in any way, I don't think it is a problem!
