hemoglobin is the subtance in red blood cells that carry oxygen. we've been able to synthesize hemoglobin in laboratories, but the problem is that the hemoglobin needs to be inside a red blood cell otherwise it will cause significant problems. free hemoglobin infused into people will basically clog up the kidneys and cause acute renal failure. it has also been shown to cause pulmonary hypertension and increase mortality rates. until we find some sort of a carrier to bind the hemoglobin to, the artificially manufactured hemoblogins will always be inferior to donated red blood cells.

blood isn't just a red liquid . It is an organ, composed of countless cells that carry food and oxygen.No scientist has been able to create a system that delivers food and oxygen as well as real, whole blood. To do so they would have to create a new system that would carry oxygen to the cells of the body and carry away carbon dioxide. So far nobody had been able to better God's already in place system.

they are working on a blood using nanotechnolgy, it will bind 100 x more oxygen (no really) than human blood. dudes with heart conditions will be able to survive longer if they have a heart attack or something.
there is flurene based liquids now which form tiny droplets in water and have been used as artificial blood, binding twice the oxygen as human blood. they made these in the 60s, i don't know if they had any side effects

Blood is a TISSUE in fluid form. . Tissue is a groop of cells having specific function. Epithelial tissue and connective tissue are the two types of tissue. Blood is a form of CONNECTIVE tissue.
Blood is "living" .
So it can not be made in the laboratory like some chemicals.
Like other tissues used for tissue cultures for microbes blood cultures also are used.

Stem cell research maybe - ask W. He may be holding up real science. However, the states do have some say. Whatever it takes - the conservative right have their 'rights', but when 43 is gone and the Congress is hopefully still Democrat controlled, you'll get some work done.
