Only if the person is qualified and has a teaching certificate or else you may as well talk to the staff in the back of a Chinese Restaurant. If you're really willing to pay that much, I would suggest going to a university where the Teacher most likely has an advanced degree

If you don't want to spend the money, you can try to find a language partner who will teach you Chinese while you will teach him/her English (or other languages you speak).

That is a pretty good rate for one-to-one, but you need to make sure that the teacher is qualified. Shop around...

it is not fair at all...
if you go to china, you can find many language parteners for free. they will teach you chinese.
