Ingrown hairs. Just make sure you use shaving cream or a slick soap next time you shave.

If you are sure they are not razor burn, there is really no way for any of us to know. Try hydrocortisone for a few days. If it does not get any better, call a doctor and they will give you a stronger steroid cream. In the meantime, just pay attention to what you may have changed recently - detergent, deoderant, soap, etc.

if you shave with a razor, they could be ingrown hairs...those are hard to correct.
