I assume you mean military commanders with regard to warfare
1. Sun Tzu 2. Hannibal Barca 3. Oda Nobunaga
Keep in mind being a good commander doesn't mean being the most effective at killing. The best commanders knew how to win with as little bloodshed as possible or at least they were humane. Napolean for example, was good at winning battles but he nearly wrecked France. He was an effective ruler, which is why he is remembered even though he ultimately lost.

Napolean Bonaparte.
Hands down. Other generals may have won more or carved out larger empires but, try to name another general that won with FRENCH TROOPS!!!!!!!!
After that I would say Scipio Africanus. Less well known but he went undefeated. That includes handing Hannibal his own ***, on Hannibals home field, against a larger force. Look up the battle of Zama.

1. Zhuge Liang (3 Kingdoms Period in China, greatly helped to make the kingdom of Shu what it became)
2. Genghis Khan (formed the Mongol Empire, one which was even bigger than the Roman one)
3. Vercingetorix (most probably would have pushed the Romans out of Britain if not for the incompetency of his men)
