Neither, or is it "niether" - whatever: The best is 7-zip which you can get for free at www.7-zip.org. I have no connection with this except that it is the best I've used in over 25 years of working in IT. It supports just about all major formats including winzip, winrar (RAR), mac stuff etc. but it's own conpression 7-zip is far superior.
