THE Kyoto agreement was a treaty signed by most of the worlds industrial nations to reduce the carbon emissions from their respective countries. America and China did not sign as America did not wish to upset the their population by restricting car engine sizes and adding tax to the cost of petrol, gas and oil. China at the time were emerging as the newest industrial nation and did not wish to have the constraints of the Kyoto Treaty at this time as their energy consumption was fast increasing.
Therefore a Kyoto Style agreement is one that will restrict the carbon emissions where ever this type of agreement is put into action.

A Kyoto style agreement would be an international treaty or other form of obligation to reduce production of green house gasses by up to 90% of current production by a specific date.
It is named after the city where the first environmental treaty regarding GHGs was signed; Kyoto, Japan.

It should mean an agreement to take international government leadership & action according to the International pannel on climate change (IPCC) and Stern reports to significantly reduce the emmission of greenhouse gasses.
It could also mean the US & Australia are going to stuff the planetary life-support eco-systems, and there is nothing you can do about it. They may even get India & China to join them.
As with any environmental problem it will be the poor that suffer, why should rich americans worry.

When you strip away the BS, propaganda and politicking, the issue of global warming is very straight forward.
There are two competing hypotheses.
1. Changes in solar activity drive changes in climate
2. Changes in CO2 levels drive changes in climate.
The available data fits the first hypothesis very closely, while the fit to the second hypothesis weak and uncertain and can even been interpreted as CO2 levels following climate.
The only sane course is to go with the first hypothesis
Kyoto has everything to do with power politics and nothing to do with physical reality.
