Tam is right, he may have been detained only, not arrested, in which case he wouldn't be in the system. The police have 48 hours to either charge or release him.
Also, he may have been arrested in another city within LA County, like Glendale or Santa Monica or another city that has its own force. Again, he wouldn't be on the LAC system.
You need to find out the arresting authority and what station he was booked into, if at all.

Are you certain you have the name correct? They should have a record of his arrest within just a few hours, even if he is being transferred. Especially with hispanic names, it can be difficult. If he goes by Jose Garcia, for example, but his actual ID says his name is Martin Jose Garcia Guadalupe.
Be sure you are calling the right agency also. Just because he might live in LA county doesn't mean he was arrested in LA county.

Maybe he was transferred to another county because of an outstanding warrant there, or out of state. I know when my son was taken in, I knew nothing for the first few days, then he was allowed to call, but when he got transferred out of state, they wouldn't say when he left, or where he was at all, for security reasons they said. He said later, that they travelled at night, and picked prisoners up all the way to his destination, they may be what is happening here. When he is allowed, I think he will call you, he probably just isn't allowed yet.
