im 16 and im just looking for a parlor who will do a small tattoo for me with parental consent.

The law as it relates to tattooing in Georgia:

would appear not to allow under 18s to get tattooed, regardless of parental permission. I did of course find this on the internet (by the expedient method of Googling 'law tattoo georgia') so I can't guarantee it's accurate or up-to-date. But I suspect you'll find it is. Sorry. (Well, sorry-ish. I think you're better waiting a couple of years - not because I have any problem with tattoos, but because you're very young, and if a tattoo is really worth having it'll be worth waiting for. But this is just my opinion, which I know isn't what you asked.)

Most places won't even with parents signing a consent because at that age, your body is still growing, so what looks great now will stretch and look distorted in a few years.

Don't do it. Even if you find a place that will do it with parent consent- they aren't the best place to be going and are just doing it for the money, your tattoo will mostly be messed up! Good places respect their clients and won't do anything to jeopardize their name.

My best friends grandpa has alot of tattoos, and Im just here to tell you that when you get older...they look disgusting. You get all wrinkly then hair grows in the tattoo and just ruins it. I'm not trying to boss you around...just my view on it. Good luck with whatever you do!

I sort of heard you have to be 18 years old or up to get a tattoo

Nobody does that anymore. Besides, you'll regret it in a few years. Wait until you are older and really know what you want.
