is it true that in Japanese when a Girl and Guy say I love you, The girl say's Suki yo, and the guy say's Suki da?

or are these diffrent levels of ILY? because in a Japanese Dictionary Yo doesn't mean you but there is no I I see in there

The difference you're alluding to is in the way men and women talk, not the meaning of what they say. Part of your confusion seems to be due to your efforts to analyze Japanese parts of speech as if they corresponded directly in English. Neither 'suki yo' nor 'suki da' has a subject ('I') or an object ('you'). Also, the word that means 'love' is not a verb, but a special Japanese part of speech called an 'adjective-noun'. 'yo' is a particle used for emphasis (similar to an exclamation in English), and 'da' is a copula ('to be'). In 'feminized' speech, women can end a sentence with an adjective-noun (like 'suki'), but men use a copula. Finally, women tend to use 'yo' more than men, but men certainly use it as well. In this case, the expression would be 'suki da yo'.

I know this must all seem very complicated, but I hope it's a little clearer:-)

"yo" is an exclamatory particle like an exclamation mark. "da' is the simple form of desu meaning 'be'.Japanese guys and girls are generally really self concious about saying something that personal so what you wrote is correct.

"suki yo" roughly means I really like you. "Suki da" means I like you. There is of course also an implication of romance if members of the opposite sex say this to eachother.

A stronger phrase would be "Anata ga daisuki" or "anata no koto ga daisuki"

Then finally the strongest expression you could use to say I love you is:
"anata ga ai shiteiru."
