I'd say percussion - you do need to strike those goblets to make a sound.

In another classification system that I found (in the Internet, of course), I would say it falls under IDIOPHONES - instruments made from materials that naturally make pleasant or interesting sounds

A glass harmonica is a set of tuned glass "bowls" mounted on a spindle. The spindle is turned, originally with a foot pedal, now could be with a motor. The player placed moistened fingers on the rims of the bowls as they turned to produce notes. Playing the correct "bowls" in order produced a melody. Benjamin Franklin patented a design for one.
