Yes, very much. Girls or females really love to receive flowers. Because the giving of fresh flowers means that the giver cares for you. In your context as a teen-ager, it signifies a lot.
The kind of flowers and color of flowers given to a girl mean different things. For example, white roses mean innocent/pure love while red rose signifies passionate love. Light red carnation conveys admiration, while deeper red ones mean a deeper kind of passion and love.
Of course, you don't dictate or demand for flowers. That is supposed to be voluntarily given. The act of giving is supposed to come from the heart of the giver. So if it was solicited, it meant nothing at all. That girl you referred to is very pathetic.

I don't think girls should start getting flowers until they start dating. Sounds like your friend from school is pretty desperate. And then, I would think most girls like getting flowers from their beau. Some girls don't like getting flowers because the flowers don't last very long. I enjoy getting flowers even though they don't last forever. When I get roses I love to keep them until they dry out. And to me dried roses are even more beautiful than fresh one. Sometime I use the dried buds for potpourri.

Well, the great thing about getting flowers is when it's totally unexpected and for no reason. It's just a little way for your guy to be like "i was thinkin of you." THe other day my husband brought me a hand full of those yellow March Lillies. I thought it was sweet just to say here I love you. And we've been toghther for 6 years, so he wans't just tryin to get some.

Most do, they think of it as a pleasant nice gesture from the heart.... but then some see it as a cliche item that means that the man wants something from the girl or that he has done something VERY wrong!

I like them on special occasions, but not a lot, Too much trouble, having to put them in water, and give them the plant food, then they start stinking, if you don't throw them out soon enough.

For me, it is nice to receive flowers...but for some, it's a waste of money (and some are allergic). :)
