Actually yes a power options package does cost extra it is on the Window invoice found on the original price sticker that the car was delivered from the factory with...
Also if a dealer should add then tio a car that didn't come from factory to the dealer with it...
usuall there is an additional sticker added below the original manufacturers sticker this is a dealer preparation sticker...
often dealers do this to increase their profit margins on cars that have been stagnant and non selling in their inventory and other reasons like customer liked the car but it didn't have power option so they offered to install if customer committed or promised to buy this car after alteration done

Sure, assuming it's a new car and not part of the "standard package".
Many of the lower-price cars are bare-bones, but once you add in "standard things" like power windows and power locks (which I assume is what you meant), that's where they make their profit.
But shop around. Also consider joining CostCo or Sams Club for $35 or $50, as they have deals where they will negotiate the lowest price for a new car, but you have to be willing to commit if it matches what you're willing to spend. For $50, they could save you lots more.
