First have you defined your vision - what do you want to achieve and how (mission) in any type of organization a direction or focal point is need - to psychologically move foreword - and to benchmark - this helps people develop a feeling of accomplishment - basically you need to develop leadership with purpose - when people see where you are going why they will be much more likely to associate and join your development group

Well for starters you can't "make" people join, they join because they want to. Ideas: speak to local schools, churches, civic organizations about your club and what you do. Make flyers and pass out in stores if management will allow you to. Put a sign in a well traveled locale advertising your need for members. Ask members to try recruiting where they work and place a poster somewhere within the business. Take an ad in a local paper or local free publications.

You can't MAKE people do anything so you might want to think of something that will encourage them to WANT to be part of your organization. What do you offer them? Camaraderie? Reward activities? Credit and encouragement? Thanks? It usually doesn't take much but your program/group might be more attractive if you have some good incentives (you don't mention any). Leaders draw people after them instead of pushing others ahead of them.
