After looking at this question and your previous question. I would recomend using a small self contained microprocessor to perform all the functions you need in software.

The PIC series from Microchip is inexpensive and easy to work with.

Try DS78LS120 or DS88LS120 dual differential line recievers from National Semiconductor. The LM prefix throws me off, but I think this may be what you are looking for?
