the room has white walls, do i have to scratch the paint off or can i just paint over it

Yes, you can paint over the walls.

The Process:
Remove as much as you can from the room, cover everything else (including the floor) with a tarp or plastic.

Dust the walls thoroughly. If there's dust on the walls, it will show up as globs in the paint.

Tape the edges of everything you don't want painted (or use a brush to cut in at these edges - it saves the work of taping and untaping)

Paint in a "W" pattern - load the roller, then make a "W" on the top half of the wall with the roller. Go back over it, filling in the empty spaces (ok, make an "M" over it). Do the same thing on the bottom half. Then make your way around the room in the same way. Don't keep going over the same area - once it's covered, all you'll do is start taking the paint back off and you'll have a too thin layer where the white may show through (especially if you're painting a dark color).

Keep a damp rag handy to wipe up any mistakes immediately. Also, a few plastic grocery bags will come in handy if you want to take a break (put the roller or brush in the bag and tie it closed to keep it from drying out).

Painting is the least expensive, easiest change to make to a room. Best wishes - you can do it!

I'm constantly painting different rooms in my house and my mothers house and the best advice I can give you that people tend to do wrong all the time is paint a section of your wall and than cut in around the sides with a good angled brush. A lot of people think they should do the edges first but then you have to go over it ten times to make the paint look as dark as the wall color. You won't have that streaky look by the edges of the door frames, windows, and ceiling either.

You can just paint over the walls. I don't think you have to scratch off the paint unless it's been painted like 5 times already.

1 move everything out of the room.
2. lightly sand the walls, if you dont sand the walls the texture you see or feel on the walls will be visible after you paint.
3. plaster any holes ( so will the holes)
4 prep the room by masking all that does not need paint on it
5.sweep away any dust that may be kicked up on your newly painted walls.
6. you may want to place canvas on the floor
7. have someone or people to paint with you it will make the
job go by faster and more fun.
