If you're having a party, invite your friends with little kids.
Even if their kids are a little older, the children will have a blast. The party would be primarily focused on family/friends.
Make cute little foods that the toddler will be able to enjoy [by eating, playing, or seeing!]
Also, have noise makers for a bunch of cute baby giggles! Rubber duckies..noisy toys..etc.
For the 1yr old, they will only realize the day is "special" if they suddenly receive things they don't normally receive. For example, 3 new toys in one day is a simple and efficient way to keep your toddler happy.

Throw a birthday party at the zoo. I live near three and we don't go there often so it's always a treat. Esp. Philadelphia, they are catered to little children and have fun things like face painting and petting zoos and even balloon rides and safari. Or you could go to Sesame place or Chuck E. Cheese's. I'm excited can I come?

i took mine to see barney live but that might not come out soon...
umm
i live in cleveland ohio so i took my 2 yr old (like the same thing)
to the childrens museum of cleveland but it depends where u live....
check the internet too for places near u hope that helps :|

you may do a topic like halloween in case you discover out each of the dad and mom are ok and also you may do a mini trick or take care of around the homestead and then you will be able to some video games or you may do like tinker bell or princesses and musical chairs and stuff like that!

On my son's first birthday, I got him a small cake and let him go at it...now we have pictures with his face in the cake! LOL
