Supplementing with vitamins is generally safe. But some supplements could do some harm, especially in high doses. Specifically, beta carotene, vitamin A, and vitamin E. Most people get enough of these through their diet. There is no need to take more unless your doctor tells you.
If you make it a habbit of eating healthy (e.g., eating your veggies and fruits everyday) then you don't need vitamin supplements unless your doctor tells you. If you eat unhealthy (e.g., junk food), then taking a good multi-vitamin would be a good choice.
Some vitamins like vitamin C are usless after a certain amount. Too much vitamin C is pointless. If you think you need more C in your diet, go ahead and add 1-2 mg... It won't do you any harm, and may be beneficial to your health.

I don't know specifically what the dissolving vitamin C tables are. What I have learned that is important about vitamins is that they should be from natural sources. Many vitamins in nature come in multiple forms. For ease of production, companies manufacture just one of those forms. Most of the time they are not as effective. Also, pills do not readily dissolve. It has been estimated that up to 90% can just pass through the body. I take a liquid form, which is readily absorbable.
The other thing to remember is that your bulk of vitamins should be coming from your food. Vitamins are a supplement.

Personally I've stopped taking multivitamins or vitamins of any kind. The reason is because I get plenty of fruits and veggies in my diet, and I find the multivitamin pills make me feel slow and make my pee really yellow and really stinky. I take that as a hint that I shouldn't stick the pills in my body, that it's too much.
That said I was taking a zinc pill for a while, and will again when I buy some more, zinc is lacking in my diet, as I don't eat red meats, so I'm going to replace it.
For your case, consider that milk is usually vitamin enriched. Also there's a number of things that have added vitamin C as is, so maybe check the nutritional info on things you already eat to see if you're getting a recommended daily dose already.

If you are on a diet it is always good to take certain kinds of vitamins to make sure that you get any kind of vitamins and minerals that you might not be getting from foods that you are missing. There was a time when it was said that vitamin c was a must. It is not going to hurt you to take it, but if you don't it isn't going to hurt you. If it makes you feel good, keep taking it, it won't make much difference. And I'm sure I've just said nothing to help.
So, best to talk to your doctor about this.

We don't eat like we are suppose to eat. Our foods are over processed, pumped up with hormones and vitamins, we don't eat enough fresh foods so we are lacking in vitamins and minerals.
Any vitamins that you take that your body doesn't need with be excreted. Vitamin C is good for you to ward off virus's and disease.
I take Vitamin C in the winter months, do not take a flu shot, and haven't been sick all winter, not even a cold.
I think they are good for you as long as you follow the recommended dosage.

Taking too much of anything is bad for you. Vitamin C is good for you, but you don't need to have tons of it all day. A little extra supplement is okay, but not to the extreme. I'd say one extra tablet each day is okay.
