The fact that you would need a "hardship" license indicates that you have lost your driving privileges because you are irresponsible behind the wheel, and were determined by the courts to be a danger to the public while driving. You can request a "hardship" and receive license that is restricted as to where and when you can drive, such as to work, or to school, but if you get caught driving outside those restrictions it too will be taken away.

Texas will give you an occupational (aka essential needs) license so you can continue to drive for work if you have to. They may also issue one if you support your family alone or if you have to care for elderly relatives. They can issue one anytime you can prove that losing your driving privileges constitutes an undue hardship.

For example, you have a DWI and your license is suspended. In order for you to work, you must drive, so a hardship license is issued allowing you to drive to and from work, and no where else.

If you are referring to a drivers license, then prove it is necessary to drive, like to school or work and your only means of transportation would be to drive yourself. The conditions could be that you can only drive to those places that are necessary.
