I would start talking to her and interacting with her to see what she was thinking and liked. It's not that hard to tell if a girl is into you if you "face off" with her. It's all in their eyes...women can't lie like we guys do.

Well it all depends. You could give her a creepy love letter (onomimous) and tell her that you have beed watching her. You could pass her a note and say "Do you like me cause I like you. Please be honest". Or there is always climb a tree outside her bedroom window and sing her a love song.
