The lowest rate that I'm aware of-- is the Pulaski Bank Visa at 7.99%. But they'll only provide you with a credit limit up to $10,000. Plus, their 0% intro APR is only for 6 months on balance transfers.
If you need a higher credit limit, you might consider the Rewards Advantage Platinum Visa from First National. It has a 9.99% APR with a 0% intro for 12 months on purchases and transfers. Plus, it has a rewards program! You can find both offers here:

You would just advise to consider not only the interest rate but all the other conditions. Anayway, you can never know the exact conditions before you actually apply because banks make decisions about each client.
