kinda sleazy why would you want to ? there is a place to be topless i don't think its on a ship with 3000 other people and half of them kids no not a good idea

Carnival has a deck (the deck right around the stack at the top of the ship) that allows passenger to go topless but have to wear tops in all other areas. (There's a sign at the steps warning you that going up to that deck is topless allowed and you can't take pictures)
If you really want to go topless, or even bottomless, go on a cruise that goes to St. Maarten/St. Martin and go to the French side of the island (St. Martin) where there are several beaches that are clothing optional and it's very common for females to be topless.
But yes, Carnival lets you go topless but in a restricted area.

I know that the Carnival Conquest has a deck where tops are optional, and I assume that several of their ships have the same sort of thing. Most cruise lines probably do, but almost always have a restricted area.

Most of the Carnival ships have a private adult only deck at the bow of the ship for topless sunbathing. Have fun showing your chest to the pervs that are just hanging out

On Celebrity ships there is a section of the top deck that topless sunbathing is allowed. However, guys, it ain't a pretty sight to behold. Most of the heiffers are quite hefty and well past their prime - and that is assuming some thought their prime was 55 years old.

Carnival Cruise Lines had a topless deck. But I recently heard that they do not allow it any longer.
As of November 2006, Celebrity Cruises did offer topless decks on some of their ships.
Some cruises offer topless decks only on European sailings.
If having a topless deck is important to you, contact your travel agent.

Yes, many ships have "topless" decks. They are the highest decks on the ship and are restricted to 'adults-only'. Don't get too excited, most of what I've seen on the topless decks are old, leathery and limp!

I have been on a lot of cruise ships with several cruise lines and have never seen this allowed. Don't count on it at all; the answer is probably a flat no everywhere.
